The law grants the head of MOHW or the commander when the CECC is in operation, the authority to execute pandemic control‐related laws (§17), stipulate and amend policies (§5), and mobilize cross‐departmental resources (§6 & 18) – including soliciting assistance from the military and private organizations if necessary (§17, 53 & 54). Emergency rules decree mandatory testing of people at risk of infection (§48), reporting of confirmed cases to the Taiwan CDC (§46), quarantine of suspected individuals, and isolation of confirmed cases (§48), while protecting people's rights and patient privacy (§10‐12).13

In response to the novel coronavirus, a companion Special Act for Prevention, Relief and Revitalization Measures for Severe Pneumonia with Novel Pathogens (hereinafter called the Special Act) was passed in February 2020. It was established to provide subsidies for the mitigation of COVID‐19's impact on the economy and society – including compensation and incentives for medical personnel and institutions as well as agencies, organizations, and private citizens involved in or affected by preventive measures such as quarantine or expropriation (§1∼5). It also set penalties for price gouging of medical or essential supplies (§12), violation of disease control regulations (§13 & 16) such as quarantine (§15) and disseminating misinformation (§14). Finally, the Special Act authorized the government to increase expenditures to provide an economic stimulus, funded by surplus of the previous fiscal year or debt raising, and subject to the Legislature's review and approval (§11).14
